The Policy Analyst will support Goff Policy’s research, analysis, and advocacy efforts, providing critical insights into energy, infrastructure, and regulatory policy in Texas. This position will work closely with senior team members to track policy developments, produce research and briefing materials, and assist with client projects. The Policy Analyst will play a key role in ensuring Goff Policy delivers high-quality, data-driven insights and deliverables to its clients and stakeholders. This position will collaborate with the whole team and report to Goff Policy’s Director of Client Services, Callie Boggs.

High-Level Responsibilities

Conduct in-depth research and analysis on energy policy, infrastructure, and regulatory developments in Texas
Track regulatory and legislative changes in Texas, with a focus on identifying key trends and potential impacts on Goff Policy clients and the industry
Assist in drafting policy briefs, reports, and presentations for internal and external use
Support the development of strategic recommendations for clients based on policy research and industry analysis
Monitor relevant industry news, regulatory proceedings, and legislative sessions to provide timely updates to the team and clients
Collaborate with Goff Policy staff to prepare materials for meetings, conferences, partner and stakeholder engagements
Contribute to the company's thought leadership initiatives, including blog posts, newsletters, and social media content
Assist with advocacy efforts by preparing regulatory filings, testimony, comment letters, and stakeholder outreach materials
Attend and participate in meetings, conference calls, and stakeholder discussions, taking detailed notes and summarizing key takeaways for internal and client use
Coordinate with the Director of Client Services to ensure timely and high-quality delivery of client reports, research briefs, and other policy-related materials

Daily Tasks & Duties

Track regulatory and legislative actions, summarizing key developments in internal reports
Conduct policy and market research to support client projects and strategic internal and client initiatives
Draft memos, presentations, and briefing documents for clients and for internal use
Compile and analyze data related to energy markets, infrastructure, and regulatory trends
Assist in the preparation of written and oral testimony for public hearings and stakeholder engagements
Monitor media coverage of relevant policy issues and draft summaries for internal and client distribution
Support the Goff Policy team in the planning and execution of events, webinars, and client meetings
Maintain organized databases of policy documents, reports, and legislative materials
Engage with industry professionals, policymakers, and stakeholders to gather insights and perspectives

Qualifications

Knowledge of Texas regulatory and legislative processes
Bachelor’s degree in public policy, political science, economics, environmental studies, or a related field preferred but not required
Strong research and analytical skills, with the ability to synthesize complex policy issues
Experience with basic quantitative analysis is a big plus; advanced Excel experience preferred, but not required
Previous experience working in a consulting environment is a big plus
Excellent written and verbal communication skills
Ability to be assertive, decisive, and collaborative
Ability to work independently and collaboratively in a fast-paced environment
Strong organizational skills and attention to detail
Proficiency with Google Workspace, Slack, and project management software

Salary Range

$105,000 – $125,000 base salary, commensurate with experience

Nathan Ryan is a serial entrepreneur and civic leader based in Austin, Texas, who helps ideas—and the teams behind them—scale with clarity, purpose, and momentum.

As Managing Director at Goff Policy, he leads business strategy, marketing, sales, and partnerships for a fast-growing policy consulting firm working at the intersection of energy, infrastructure, and innovation. Before Goff, Nathan was the founding CEO of Blue Sky Partners, a national consulting firm that helped launch and scale more than 100 programs, departments, and initiatives across the public, private, and nonprofit sectors. From startups to corporations and city governments, BSP helped bring structure to big ideas, build strong teams, and helped leaders find the throughline in their work.

Nathan most recently served as board chair of the Austin Monitor, a nonprofit newsroom making local journalism more accessible and accountable that was acquired by the Texas Tribune in early 2025. He was also previously appointed by Austin City Council to serve on Austin’s Economic Prosperity Commission, Urban Transportation Commission, and Ethics Review Commission, and chaired the board of the LBJ Presidential Library’s Future Forum program.

A recipient of Leadership Austin’s Ascendant Alumni Award in 2023, Nathan has also been recognized by the Austin Chamber, Austin Under 40, and the Austin Young Chamber for his leadership in both business and public spheres.
