We are hiring a Senior Policy Analyst, Texas Energy Markets. This is a role designed for a policy expert who can serve as a strategic advisor to clients from day one. This role requires someone who can independently monitor and interpret developments in Texas’s energy markets and policy landscape and translate those into clear, actionable insights for clients and attend a regulatory meeting and participate and comprehend the details of the conversation. The Senior Policy Analyst will play a key role in shaping Goff Policy’s advisory services, driving high-quality analysis, and leading client engagements. Senior Policy Analysts are accountable for the quality and timing of everything their clients receive, and are expected to grow those relationships over time.
This position will collaborate with the whole team and report to Goff Policy’s Director of Client Services, Callie Boggs.
High-Level Responsibilities
Advise clients from day one on how activity at the PUCT, ERCOT, and the Texas Legislature affects their operations, investments, and risk exposure
Lead the tracking, interpretation, and contextualization of legislative and regulatory activity in Texas related to energy markets and infrastructure
Serve as a primary client advisor, offering tailored insights and strategic guidance on how emerging policies or market dynamics may affect client operations, opportunities, and risks
Produce timely, high-quality deliverables, including comments in regulatory proceedings, briefing memos, strategic recommendations, and oral briefings that help clients understand and respond to change
Own client relationships on key projects and serve as a trusted partner to clients navigating complex regulatory and policy environments
Own high-stakes deliverables end to end, including comments in regulatory proceedings, briefing memos, strategic recommendations, and briefings to executives
Participate in and represent Goff Policy at meetings with policymakers, stakeholders, agencies, and coalitions, bringing a depth of knowledge and advancing the interests of both our clients and the company
Collaborate internally to shape the company’s policy strategy, research agenda, and thought leadership, identifying trends and emerging issues
Support and mentor other Goff Policy analysts and contribute to a collaborative, client-focused culture within the company
Support the development of scopes of work by contributing technical insights, and participate in sales or business development discussions as a subject-matter expert, when relevant
Daily Tasks & Duties
Independently monitor and analyze legislative activity, regulatory filings, commission meetings, and rulemakings
Distill and synthesize complex policy developments into accessible updates and strategic takeaways
Draft and edit polished client deliverables under tight deadlines
Support and mentor junior analysts and contribute to a collaborative, client-focused culture within the company, as necessary
Participate in occasional sales and business development calls to provide subject-matter expertise, and assist in drafting scopes of work by contributing content related to energy markets and policy analysis
Lead or co-lead client meetings and serve as the primary content expert
Maintain strong situational awareness of developments in Texas energy markets and integrate news, data, and stakeholder perspectives into ongoing analysis
Coordinate with internal and external partners to ensure strategic alignment on high-impact issues
Represent the company at public events, conferences, and webinars, occasionally as a speaker or panelist, as necessary
Stay current on broader energy trends, including decarbonization, grid modernization, and utility regulation, with a focus on how they intersect with Texas-specific dynamics
Qualifications
Bachelor’s degree preferred; advanced degree (e.g., MPP, JD, MBA) is especially preferred, or offset by equivalent experience
5+ years of relevant experience in Texas energy policy, regulatory affairs, or government relations
Deep understanding of Texas energy markets (ERCOT), legislative and regulatory processes (PUCT), and the key players shaping the state’s energy future
Quantitative data analysis and visualization experience are a plus, but not required
Demonstrated ability to lead projects and deliver high-quality work to clients with limited oversight
Excellent writing and communication skills, with the ability to convey complex information clearly and persuasively
Confidence in presenting to and engaging with senior-level stakeholders and decision-makers
Established relationships in the Texas energy policy community that you can put to work. A portable book of business is a significant plus, though not a requirement
Familiarity with energy market data, policy research methods, and regulatory filings; technical skills (e.g., Excel modeling, Python) are a plus, but not required
Strong organizational and time management skills, with an ability to juggle multiple projects and shifting deadlines
Curiosity, initiative, and a commitment to staying ahead of the curve on Texas energy policy

Salary Range
$175,000 – $270,000 base salary, highly dependent on experience and reputation
This role is additionally eligible for a commission arrangement tied to client origination and consistent bonus opportunities. Structure and terms will be discussed during the interview process.
