Our clients' most consequential questions increasingly turn on the specific processes and details of connecting to the ERCOT grid, and what it takes to reach energization without costly surprises or unexpected delays.

We're hiring a Policy Advisor, Interconnection & Regulatory Affairs to be the company’s in-house expert on these questions for the Texas energy market. This is a client-facing advisory role for someone who has spent years inside ERCOT’s processes, the PUCT’s proceedings, or the stakeholder process, with generator, large load, and/or TDSP experience, and who can explain what any of it means, in plain language, to stakeholders making investment decisions and to teams preparing a project to move through it.

This position will collaborate with the whole team and report to Goff Policy’s Director of Client Services, Callie Boggs.

High-Level Responsibilities

Serve as the company’s senior expert on ERCOT interconnection, including the transition to a batch study process: eligibility, deadlines, deposit and readiness requirements, and the strategic implications for projects at every stage
Advise clients on study inputs, timelines, milestones, and financial commitments, including modeling data submissions, security requirements, and readiness deadlines
Track and advise on ERCOT’s evolving requirements for interconnection, with particular attention to large loads and generators
Monitor and analyze Planning Guide Revision Requests (PGRRs), Nodal Protocol Revision Requests (NPRRs), and other rule changes affecting interconnection; brief clients and the internal team on what's changing and why it matters
Follow federal developments that affect Texas interconnection, including NERC reliability standards, registration requirements for large loads and generators, and relevant FERC activity
Attend and report on relevant ERCOT stakeholder meetings (e.g., ROS, PLWG, TAC) and PUCT proceedings touching interconnection and transmission planning
Collaborate with the Client Services team to produce process memos, study result summaries, and comments in stakeholder and regulatory processes
Support business development by lending technical credibility to client conversations and proposals
Help build internal knowledge assets, including process guides, trackers, and training materials that raise the whole team's technical fluency

Daily Tasks & Duties

Monitor ERCOT and PUCT filings, notices, and study postings for developments affecting client projects
Attend stakeholder meetings and working groups, and turn them into usable client summaries, same day when the situation calls for it
Field technical questions from clients and colleagues and give clear answers
Read and interpret study results and help collaborate on drafting comments, process memos, and regulatory guidance
Maintain trackers of deadlines, milestones, and rule changes across client projects
Stay current as interconnection rules evolve, and tell the team what changed before they have to ask

Qualifications

Bachelor’s degree preferred; advanced degree (e.g., MPP, JD, MBA) is especially preferred, or offset by equivalent experience
5+ years of experience with ERCOT, the PUCT, or a comparable regulatory body, whether at an agency or market operator, a transmission service provider, a developer or IPP, or a market participant
Demonstrated depth in one or more of the following, with working familiarity across the rest: generation and/or large load interconnection; ERCOT market operations and protocols; the ERCOT stakeholder process; PUCT proceedings; market participant operations, including experience with RIOO
Established relationships across the Texas energy stakeholder community a plus
Current fluency with the batch study transition process and applicable requirements, or the demonstrated ability to get up to speed fast and stay current as rules evolve
Exceptional ability to translate technical material for non-technical audiences, in writing and in person
Comfort with ambiguity and self-direction
Experience in other ISOs or RTOs is welcome

Salary Range

$145,000 – $185,000 base salary, commensurate with experience
