The Quantitative Policy Data Scientist will support Goff Policy’s research, analysis, and advocacy efforts, providing critical insights into energy, infrastructure, and regulatory policy in Texas, with an emphasis on data-driven research and decision making. This person focuses on policy, tracking regulatory and legislative developments and drafting briefs, but is also responsible for the quantitative side of that work. The strongest candidate may come from policy with real quantitative skill, or from data and analytics with a genuine interest in energy markets. This role builds and maintains recurring market analysis, produces the quantitative support behind regulatory filings, and develops forecasts and models that go in front of clients.
This position will collaborate with the whole team and report to Goff Policy’s Director of Client Services, Callie Boggs.
High-Level Responsibilities
Build and maintain data pipelines from ERCOT, PUCT, and EIA sources, including settlement point prices, SCED and 60-day disclosure data, interconnection queue reports, and load forecasts, so analysis can be rerun quickly when a new rule or report drops
Track regulatory and legislative changes in Texas, with a focus on identifying key trends and potential impacts on Goff Policy clients and the industry
Assist in drafting policy briefs, reports, and presentations for internal and external use
Support the development of strategic recommendations for clients based on policy research and industry analysis
Build and maintain recurring ERCOT analysis products, such as dashboards, trackers, and standing reports, and design clear, publication-quality charts and maps that make complex market dynamics easy for clients, regulators, and stakeholders to understand, whether in a client meeting, a memo, or a filing
Use LLMs and related tools to build scalable workflows for regulatory text, earnings calls, and research, accomplishing tasks such as extracting, summarizing, and classifying filings, comments, and rule language, with verification steps built in so outputs are accurate enough to cite
Develop forecasts and scenario analyses for prices, load growth, resource adequacy, and ancillary service needs, and state their assumptions and uncertainty clearly
Monitor relevant industry news, regulatory proceedings, and legislative sessions to provide timely updates to the team and clients
Source, clean, and maintain datasets from ERCOT, the PUCT, the EIA, and other public sources, and keep them current
Document methods and assumptions so that any analysis can be reproduced, defended, and handed off
Collaborate with Goff Policy staff to prepare materials for meetings, conferences, partner and stakeholder engagements
Translate quantitative findings into plain-language conclusions for clients and non-technical audiences
Contribute to the company's thought leadership initiatives, including blog posts, newsletters, and social media content
Assist with advocacy efforts by preparing regulatory filings, testimony, comment letters, and stakeholder outreach materials
Attend and participate in meetings, conference calls, and stakeholder discussions, taking detailed notes and summarizing key takeaways for internal and client use
Coordinate with the Director of Client Services to ensure timely and high-quality delivery of client reports, research briefs, and other policy-related materials
Daily Tasks & Duties
Track regulatory and legislative actions, summarizing key developments in internal reports
Conduct policy and market research to support client projects and strategic internal and client initiatives
Update and maintain recurring dashboards and market trackers
Pull, clean, and reconcile data from ERCOT and regulatory sources
Run analysis to answer specific client questions, often on short turnaround
Maintain organized documentation of datasets, methods, sources, and policy materials
Draft memos, presentations, and briefing documents for clients and for internal use
Compile and analyze data related to energy markets, infrastructure, and regulatory trends
Monitor media coverage of relevant policy issues and draft summaries for internal and client distribution
Support the Goff Policy team in the planning and execution of events, webinars, and client meetings
Maintain organized databases of policy documents, reports, and legislative materials.
Engage with industry professionals, policymakers, and stakeholders to gather insights and perspectives
Qualifications
An advanced degree in economics, engineering, operations research, statistics, or public policy with a strong quantitative focus
3+ years of relevant experience in energy policy, market analysis, data analysis, or a closely related field
Proficiency with Excel, including building and maintaining models for use in client projects
Strong Python or R skills for data analysis and SQL for large datasets
Familiarity with LLM APIs (for example, structured extraction, retrieval-augmented search, or document classification pipelines), and a clear sense of where these tools fail and how to check their work.
A solid understanding of production cost modeling
Strong data visualization skills and experience with related tools
GIS or spatial analysis skills
Strong research and analytical skills, with the ability to synthesize complex policy issues
Previous experience working in a consulting environment, think tank, or power trading shop is a big plus
Excellent written and verbal communication skills
Knowledge of Texas regulatory and legislative processes
Ability to be assertive, decisive, and collaborative
Ability to work independently and collaboratively in a fast-paced environment
Strong organizational skills and attention to detail
Two Paths Into This Role
From policy: substantive energy or regulatory policy experience, plus a portfolio of real quantitative work you built yourself
From data: solid analytics experience, plus demonstrated interest in energy markets and the ability to pick up regulatory context quickly

Salary Range
$145,000 – $185,000 base salary, commensurate with experience
