Nathan Ryan and Tim Seaton named inaugural CEO and COO, as firm expands team, services, and geographic reach

AUSTIN, Texas — Goff Policy, a leading energy and infrastructure policy firm in Texas and the southwest, has implemented a new leadership structure to drive the next phase of service to its clients — naming Nathan Ryan and Tim Seaton to be (respectively) the firm’s inaugural Chief Executive Officer and Chief Operating Officer.

Eric Goff — a recognized thought leader and innovator on energy and infrastructure issues — will continue in his position as Founder and President of the firm, working directly with clients as the firm’s preeminent subject-matter expert on energy and infrastructure issues in Texas and other states. Ryan and Seaton will oversee the firm’s operations and growth, as they have done since Goff hired them more than a year ago.

In the past 18 months, the firm's staffing has more than doubled, with Goff Policy expanding into new regions, service lines, and areas of infrastructure policy.

Ryan and Seaton came to Goff Policy from Blue Sky Partners, which helps growing businesses, nonprofits, and local governments build stronger strategies, more efficient operations, and programs that are both impactful and sustainable. As founding CEO and COO at Blue Sky Partners, Ryan and Seaton helped start and scale more than 100 programs, departments, and initiatives across the United States.

He was also previously appointed by Austin City Council to serve on Austin’s Economic Prosperity Commission, Urban Transportation Commission, and Ethics Review Commission, and chaired the board of the LBJ Presidential Library’s Future Forum program.

A recipient of Leadership Austin’s Ascendant Alumni Award in 2023, Nathan has also been recognized by the Austin Chamber, Austin Under 40, and the Austin Young Chamber for his leadership in both business and public spheres.
