AUSTIN, Texas — Goff Policy, a leading energy and infrastructure policy firm in Texas and the southwest, has implemented a new leadership structure to drive the next phase of service to its clients — naming Nathan Ryan and Tim Seaton to be (respectively) the firm’s inaugural Chief Executive Officer and Chief Operating Officer.
Eric Goff — a recognized thought leader and innovator on energy and infrastructure issues — will continue in his position as Founder and President of the firm, working directly with clients as the firm’s preeminent subject-matter expert on energy and infrastructure issues in Texas and other states. Ryan and Seaton will oversee the firm’s operations and growth, as they have done since Goff hired them more than a year ago.
In the past 18 months, the firm's staffing has more than doubled, with Goff Policy expanding into new regions, service lines, and areas of infrastructure policy.
"It’s no secret that our nation’s energy and infrastructure opportunities are growing by the day, as are the challenges. We’re evolving as a firm to help our clients better understand and respond to those challenges, capitalize on those opportunities, and see their goals realized,” Goff said. “With this new leadership structure and the flexibility it enables, we are even better equipped to help our clients figure out where they want to go, chart a path to get there, create the structures and supports to take them there, and to propel them forward.”
Ryan and Seaton came to Goff Policy from Blue Sky Partners, which helps growing businesses, nonprofits, and local governments build stronger strategies, more efficient operations, and programs that are both impactful and sustainable. As founding CEO and COO at Blue Sky Partners, Ryan and Seaton helped start and scale more than 100 programs, departments, and initiatives across the United States.
“Energy and infrastructure are at the core of this century’s defining challenges — they’ll determine which countries and communities prosper, and which individuals and organizations contribute to that prosperity,” Ryan said. “The sharp, creative, hard-working team at Goff Policy is helping our clients continue to be innovators and leaders in their fields. We’re excited to continue to shape the future with our clients.”
With this flexible structure in place, Goff’s leadership will expand to include new services such as communications, legislative engagement, and more direct advocacy — all under a brand that captures where the world is headed.
“Our goal is to become something that doesn't really exist yet — a full-service, multi-faceted, fully integrated policy firm that gives life to our clients' biggest goals and ideas,” Seaton said. “We’re incredibly energized to take this journey with this incredible team.”

Goff Policy Adds Energy Talent & Markets in 2026 Charge
One of Texas’s preeminent energy policy firms is expanding its reach – and bringing in renowned energy experts to do it.
For years, Goff Policy and its President, Eric Goff, have helped a wide variety of clients launch transformative energy projects and navigate a maze of regulatory and legislative challenges — propelling the energy transition, strengthening power grids, and supercharging economies.
This week, the firm is announcing the appointment of Reagan Redd as its Denver-based Energy Policy & Market Analyst, and of McCall Johnson, who is consulting as a Senior Advisor.
Johnson is a veteran Texas energy leader. Currently a Vice President at Innovant PR, where she supports a variety of clients in the energy sector, she has served as Director of External Affairs at Recurrent Energy, chaired the Texas Solar Power Association, and handled a variety of issues at the Public Utility Commission of Texas. Redd co-leads Goff Policy’s policy and market analysis and engagement work across the western United States; she previously served at the U.S. Department of Energy, with experience spanning nationally deployed distributed energy resources and utility-scale generation development.
“We’re thrilled and honored to bring on such smart, creative, and dedicated energy leaders,” Goff said. “We’re excited for what the future will bring as we support groundbreaking energy projects in new markets – and McCall and Reagan will be foundational to that work.”
The appointments add to Goff Policy’s exponential growth over the past year. The firm recently hired Nathan Ryan and Tim Seaton – the former CEO/COO duo at international marketing firm Toi and national consulting firm Blue Sky Partners – as Managing Director and Vice President of Operations, respectively. It also doubled its book of business and helped convene two symposiums at The University of Texas at Austin's Energy Institute. Its clients include trade associations, energy developers, investors, utilities, municipalities, and consumers. Over the past year, Goff Policy also has brought on Juliana Gianni as an ERCOT policy analyst and promoted Callie Boggs to Director of Client Services.
“Energy demand and development is growing across the country at a breakneck pace – and so is Goff Policy,” Ryan said. “We’re honored and excited for this opportunity to help bring our growing expertise to these vital conversations and help ensure that power grids can serve a booming economy reliably and affordably.”
